It's pretty widely known that he doesn't read fan mail though. Also, I don't think he sends out autographed pictures either, although if you catch him at the right time at an appearence he's usually pretty nice about signing things for fans.
As far as where he's at, if you go by the pictures recently posted at other sites, it seems that yes, he is still in Paris, probably getting ready to celebrate his 40th with friends and family.
